Requesting the Joint Committee on Government and Finance to conduct a study on methods to ensure an accurate and stable determination of local share .

Whereas,
An accurate determination of local share is essential for ensuring that the public school support plan provides equity in funding among the school systems; and Whereas, An accurate determination of local share ensures that the obligations of state and the school systems both are met fully; and
Whereas, An accurate and stable determination of local share that is not subject to large variations due to circumstances over which the school systems have no control is essential for school systems to be able to plan and budget resources for their highest priority needs which may include recurring obligations for items such as additional salary supplements;
therefore, be it
Resolved by the Legislature of West Virginia:
That the Joint Committee on Government and Finance is hereby requested to conduct a study on
methods to ensure an accurate and stable determination of local share ; and, be it
Further Resolved, That the said Joint Committee on Government and Finance is requested to report to the regular session of the Legislature, 2011, on its findings, conclusions and recommendations, together with drafts of any legislation necessary to effectuate its recommendations; and, be it
Further Resolved, That the expenses necessary to conduct this study, to prepare a report and draft necessary legislation are requested to be paid from legislative appropriations to the Joint Committee on Government and Finance.
